The history of human civilization, is the human society division of labor and the social occupation differentiation history, is the history, which each kind of occupation specialization level increasingly enhances. The traditional society is the non- specialization moves towards specialization regarding the educational modernization, the teacher specialization and the administrative personnel's specializations are indispensable, just like two wheels of vehicle, biplane wings of the hawk, indispensable. The universities administrative personnel's specialization has formed one kind of development tendency in the world . Along with the higher educational internationalization, the popularity as well as the university internal structure complicates day by day, the importance and necessity to strengthen the construction of the university administration personnel specialization is prominent day by day. Strengthening the universities administrative personnel's specialization research has the theoretical and practical impels on the Chinese higher education to develop, it can enhance the universities the management and education levelAccording to the role theory viewpoint, a person undertakes two kind of roles, inevitably causes the unsuitability in the psychology and behavior, the uncoordinated condition, it appears the prominent role problem, the double-tasked administration personnel must inevitably belong to the specialized path. How the double-tasked does the administrative personnel change and the realization "the specialization", is the hot spot and the breakthrough point for current universities' internal management organizational reform and the construction of the administrative personnel. According to the organization behavior study viewpoint, the university organization has the obvious right structure duality and the feature of heterogeneity. University administrative affairs become more and more complicated and disorder, university management structure branch stratified, it has provided the premise for the administrative personnel's specialization, and it requests the administrative personnel follows the specialized ethics scrupulously, strengthens the service consciousness, respects the independent specialization of the academic field in the supervisory work and bring the function of academic authority into full use in the development of courses and the management in the university .Carrying out administrative personnel specialization must set up the scientific and correct modern ideas in university management; deepen the reform of the staff member, strengthen the construction on laws and regulations system so as to enable the administration personnel to have the explicit occupational localization; invite people carefully, and gradually carry out the qualifications to enter and the system to hold the working certification; and pay great attention to the training work, enhance training to the specialized level, and a specialized training will advance administrative personnel's specialization level.
