Head teachers'work is the foundation of school work, which is the bridge and tie that performs education and teaching plans, and plays an important role in school education.The whole work level and ability quality of Head teachers affect the students to develop completely and grow up healthily directly.HulunBeiEr region is the border of minority region. There are 6 middle schools that giving lessons with Mongolian. students are mainly Mongol ethnic minority. Daur ethnic minority. Ewenke ethnic minority. Elunchun ethnic minority. According to the statistics, there are5872 students and 620 teachers and staffs. Among them. the number of Head teachers is 149.As Head teachers giving lessons with Mongolian, compared with other head teachers in other schools. They both have general character and special character. Its special character lies in aiming at ethnic minority students.The whole work level and ability quality of Head teachers usually decide the quality of school education and teaching.The whole level and ability quality of Head teachers giving lessons with Mongolian. will affect the students to develop completely and grow up healthily directly, also relating to HuLunBeiEr ethnic education Promotion. In the recent years. HuLunBeiEr ethnic education development has laid emphasis in the putting into of the hardware and development of the whole of teacher's groups. But enhancing the ethnic middle school Head teacher's troops is comparatively weak. According to the survey. The survey and study on Head teachers giving lessons with Mongolian about their work ability condition is still a blank. So the research into it has special meaning for enhancing the whole work ability and ability quality stratagem. In order to find the work ability situation of these Head teachers. develope their rolesbetter, and improve the teaching quality of ethnic middle schools. The writer has interviewed a lot of Head teachers in HulunBeiEr ethnic middle schools. The result of survey indicated that all of these Head teachers have"three strong points and three weak points"phenomenon in the light of their ability."Three strong points"mean(1)Love their work as Head teachers, and have strong ability in organizing class collectivities.(2)Have the strong teaching business ability.(3)Have the strong ability of launching all kinds of class activities."Three weak points"mean: (1)Lack of the understanding to the students'mental state, the ability of training students'healthy mental state is very weak.(2)The ability of thought and moral character education is weak, actual effect of moral training work is low.(3)Head teachers have weak ability in communication with parents. The reasons are as following:(1)Head teacher troops tend to be young. Lack of work experience.(2)Lack of knowledge renewal opportunity. The whole quality of Head teacher troops is difficult to improve.(3)Communication between Head teachers and parents is very little. According to the research results, writer gave some pieces of advice on the development of Head teacher troops in HuLunBeiEr.(1)According to region characteristics, work well to choose Head teachers.(2)Intensify encouragement mechanisms and fully mobilize Head teachers'principal part initiative.(3)Establish and perfect training improvement mechanisms, improve the whole quality of Head teachers continuously.(4)Perfect evaluation mechanism. Strengthen the scientific nature and standardization of Head teachers'work.(5)Strengthen the contact between Head teachers and parents. Build the bridge of instruction and contact of family education.In a word , with the further development of school persons'qualities in new centuries. In order to improve ethnic education and teaching quality, Middle school Head teachers giving lessons with Mongolian should set up the life long learning consciousness, advancing with times, renewing the theory level, improving work ability, to make the work of Head teachers transform from experience type to expert type.
