French famous poet Victor Hugo ever said: ' To be a saint is the exception; To be upright is the rule. You might not be a saint; but at least, you can be an ordinary person who admit justice and humanity." Then, how to convert vocational school students to be the ordinary persons who admit justice and humanity, and how to let them become the qualified man force, those are the preoccupation in moral education for the vocational schools. A proverb of India says :"sow a act;, reap a habit; sow a habit, reap a character; sow a character, reap a destiny." The nurturance education is the most important content for the moral education of vocational school.This article contains four chapters. First chapter sketches the intension of the base line ethics and the origin of ethics; demonstrates how base line ethics brings us a far-reaching significance in our moral life. The second chapter mainly describes the current moral situation of the students at vocational schools; clearly points out some improvement needed in our moral teaching, then, theoretically in details, explains the he immediate significance of nurturance education, basing on the visual angles of the base line ethics. The third chapter emphatically introduces the nurturance education ideas and strategies. The last chapter elaborately summarizes and reviews the substantial effect when above strategies physically bring into effect.Through visual angle of the base line ethics, this article reveals the possible problems in current moral education at vocational schools; re-examines schools' substantial teaching results; advocates the base line ethics; dominates the base line ethics, thereby enhances students nurturance education.
