Researches On The Intermediary Organization During Chinese Community Development

Harmonious community is the important way to build harmonious society. In new form, community undertakes more and more functions, such as reform, development and stability of cities, buffering social conflict, defending social stability, strengthening ideological and ethical building, consolidating social management etc. The community has become the focal point of all kinds of benefit and conflict in the city, because the government stretches its hands to the bottom of society relying on community, on the basis of which, government adjusts and administrates society. With the change of the social structure and city economy, we have more problems about our society. If we want to solve these problems entirely, which is related to the benefit of millions of citizens, it is imperatively necessary to have a new community organization undertake the responsibility with the old one. It is the very Community Intermediary Organization, whose special function meets the needs of building the harmonious socialist society.For a long time past, in academic circles we have this definition of a community intermediary organization: It refers to an voluntary organization, which is established by the residents in a community and provides the public service for community members, whose character is of district. We think it is short of science. In this monograph, we define it as all kinds of intermediary organizations which serve communities.Since reform and opening of China, its intermediary organizations develop very quickly. Firstly, the economy reform from 1978 brings survival spot for Chinese intermediary organization. Secondly, it is governmental structural reform that provides its development spot. Thirdly, with the progressive mature of market economy, the change and diversity of social structure become obverious. Fourthly, in the course of social change, citizens like to become participators in public affairs. They have been owning the sense of freedom, independence, autonomy. Fifthly, participation is necessary to solve the urgent and serious social problems. Though Chinese communityintermediary organizations achieve some achievement, it is a long way to current community building movement. There are some flows: shortage of independence;shortage of ability;shortage of resources;shortage of amount;shortage of development equilibrium.After it analyses the current state of Chinese community intermediary organizations by means of methods of documents research, analysis and compare, special case etc., the monograph refers to several questions to Chinese community oranizations:Bureaucratic management and administration interference;Little sense of citizen society and low - spirited participation;Over high - level entrance standard and no scientific managerial system;Shortate of effective supervision;Shortage of money and low quality of service;Low - level professional community staff members.In accordance with the problem of Community Intermediary Organization and our country conditions, we put forward the solutions: (1) To re - orientate the governmental function in the community development.
