This article is based on the theory of organizational development, which considered that the development of organization must complete the "adaptation period" and "external adaptation". This paper focused on the development problems of Beijing D-Community Public Service Association, which is the first Community Medium Organization with independent legal personality and Separate Accounts. In this article, the author analyzed the development strategy of this association and the problems existing in the progress to complete "internal adaptation" and "external adaptation".In the aspect of "internal adaptation", the Association mainly adopted the following development strategy:take the mode of "Combination of upper and lower" in Generate Path; to accept the guidance from the experts of community development; make innovation in institutional structure; fixed accurate position of the organization's nature and the function target; improve and perfect the setting of organization institution and the system of organizational management charter; attach importance to the role of the community elite and mobilize initiative of members of organization (members of Association). In the realization of "external adaptation", D-Community Public Service Association took the following specific development strategies:Keep continuous interaction with the traditional organizations in society, including Government, Community committees, Garrison units, the informal community organizations existing in the community, and community residents.Upon the completion of the content above, the author analysis the current situations and the difficulties in further development of D-Public Service Association. Combining with the information obtained this paper argues that D community public service organization is now running to "involution". What are the Difficulties of further development of D-Public Service Association? Through the analysis above, the author 'finally comes to the conclusions of this article:D-Community Public Service Association is just a "quasi-community intermediary organization" The features of the development model are:the special reality of the establishment; life path has its own characteristics; and the relationship between traditional organizations has its own characteristics. Finally, the author discusses the challenge after the foundation of "community service centers" in D-community. And then analyzes and comments on the several possible future development paths of D-Community Public Service Association.This paper is divided into five chapters. In Chapter I, the author discusses the research background and research significance, reviews the relevant research results, defines the concept, and introduces the study design. In Chapter II, the author analyzes the strategies of the D-Public Service Association of Community Development to get its "internal adaptation". In Chapter III, the author analyzes the strategies of the Public Service Association of Community Development D to get its "external adaptation", including:association with government, community committees, Garrison units, community organizations and the community residents. In Chapter IV, the author discusses the effectiveness of D-Community Association in public services and the difficulties in further development. In Chapter V, the author spumes up the nature of D-Public Service Association of Community and its development model and feature. And then the paper discusses the relationship between D-Public Service Association of Community and "D-Community Service Centers". Finally the researcher predicts several possible future development paths of D-Public Service Association of Community and gives some comments.
