Balanced development of education is a new theory that has emerged due to the development of the modern scientific and economic forces. It is a relative concept, which can be researched both horizontally and vertically. Horizontally, it falls into three categories: balanced development of regional education structures, schools and students.Balanced development of regional education means the development of facilities, resources, personnel and the management of different types of education on a regional level; balanced development of school education refers to the development of facilities, resources, staff and management of different types of schools within a region; balanced development of students refers to the expectation of a student's equal right to education, that is, students within a school should have equal opportunity to access education, have the same process of education and the same evaluation system. Vertically, it is divided into balanced development of infant school education, compulsory education, high school education and higher education.The target of this thesis is to offer all the high school students an equal-opportunity education in order to develop the students to their maximum potential. Based on a macroscopic analysis and review of ordinaryhigh schools in Inner Mongolia, this thesis reveals the unbalanced development: between ordinary senior middle schools and professional high schools; and between ordinary high schools in different regions. The unequal development of students results from the unbalanced development mentioned above. In light of the "balanced development of education" theory, especially with regards to balanced development of regional education, this thesis exposes the reasons why the ordinary high schools develop faster than the professional high schools, and the process by which some schools develop faster than the others. It proposes a basic countermeasure to these problems.
