| The Shui population is one of the 55 minority populations in China.The data of China fifths census shows that the Shui population is 411.8 thousands.They mainly live in the upper reaches of Longjiang and Duliujiang where at the junction of Guizhou and Guangxi province.Sandu is the unique Shui Autonomous County in Guizhou province,about 63% of China’s Shui population gathers here.According to the study,since the founding of the People’s Republic of China,especially since the reform and opening up,with the support of China’s national population,national education and national economic policy,the Shui population has made considerable and historical progress in the vertical direction.However,the development of Shui population has the huge gap between the average development level of Han and the other minority people.They are not only face to a sharp decline in the rate of population growth,poor physical fitness,low population cultural quality,serious population aging,and sex ratio,but also meet the imbalanced development problems such as imbalance and population single-entry,and imbalanced development issues like low population urbanization rate,lagging population structure,population structure,general population poverty,and prominent contradiction between population and resources.The reasons for the unbalanced development of the Shui population are not only related to the strict family planning and imperfect national policy,but also to the fragile natural environment of the Shui population.At the same time,the connection of economic and social development,and the cultural changes caused by the social mobility.It is the result of a combination of factors such as nature,economy,society,culture and policy.The Fifth Plenary Session of the 18 th CPC Central Committee proposed to improve the population development strategy and promote population balance.Balanced population development has became the main direction of the development of minority population in China.Although the Shui population has a series of unbalanced development problems,it also has development opportunities.The overall of releasing one family has two children policy has created a birth rate development for the balanced of Shui and the national policy has also provided support for this group.The economic development of the this region has laid a solid material foundation for the balanced development of Shui and the equalization of public services has created a good social environment for the balanced development of this group again.The concept of green development provides a scientific direction for the balanced development of Shui.In order to achieve a balanced development of the Shui population,first of all,the policy for the balanced development of Shui should be strengthened.We have to carry out and implement one family has two children policy,develop education,respond to the gender imbalance of the birth population,and resolve the risk of population aging.Secondly,we must accelerate the pace of economic development in the Shui population.Focus on improving the level of urbanization of the population,optimizing the occupational structure of the population,and promoting the balanced development of the population’s industrial structure.Thirdly,we should optimize the social environment for the balanced development of Shui.Improving the social security level of the population,promoting the strategy of precise poverty alleviation,and strengthening the construction of medical and health undertakings.Finally,the ecological civilization construction and green development in the Shui population should be promoted.Rational use of natural resources and strengthening of ecological environment protection.This is not only important for the balanced development of the population economic social and resource environment of Shui people,but also has a certain reference role for the balanced development of other ethnic minority populations.More importantly,it has theoretical and practical values to achieve national equality,national development,and the construction of well-off society in ethnic minority areas and the revitalization of the countrysides. |
