As the development of computer network technology and multimedia technology emerges the net-based learning environment. With the characteristics of distribution and strong interaction, network learning environment provides technological feasibility for individualized learning and makes the network environment of individualized learning become people's focus gradually.Firstly, this research makes a detailed investigation to the various domestic environments of network learning, analyzes the data and sums up the main problems of the current network learning environments, which are: the lack of concerning about learners; the shortage of controlling and monitoring to the learning process; and the lack of course design and feedback.Next, from the perspective of solving the problems, the article draws some rational and mature functional modules from the existing network courses and puts forward the corresponding solving tactics to the above problems. In addition, referring to the theories on learning styles, learning motivations and cognitive flexibility, etc., the article proposes fivekey elements of constructing the personalized net-based learning environment:1. Educational principle: regard the instructivism and constructivism as equally important position.2. Course pre-examination: make enough consideration to the learning subjects.3. Course design: pay attention to the creation and foundation of information environments4. Cognitive tools: adopt cognitive strategies.5. Learning process: offer intelligent control and guidance. Then, adopting XML language,RSS,ASP technology of developing dynamic website and referring to some functions of intelligent-agent, this research constructs a systematic individualized network learning environment, and describes the design principles and tactics of the five modules of individualized network learning environment in a systematic way, which are: the module of individualized course pre-examination; the module of individualized interface; the individualized course design; the module of cognitive tools; the module of personalized learning control.Finally, in order to make further explanation to the design ideas, technique and tactics of each module, the author provides a case of individualized network learning environment and makes brief introduction to some functions of the modules.
