This paper is the result of a longitudinal analysis of the fundingstructure for the secondary-level vocational education in the WesternRegion of China. Based on a comparative analysis of the secondaryvocational education developments across different regions in China,as well as a comparison between China and international standards insecondary-level vocational education, this paper presents several newpolicy directions for the reforms on funding the secondary-levelvocational educational system in the Western Region of China.Specifically, the paper recommends that the reform should focus onbuilding a diversified investment regime and achievingmultiple-channeled funds for the secondary vocational education in theWestern Region of China. The objective of such reforms is to activatesocial needs for secondary vocational education in the Western Regionof China and to gradually relax the rigid management mechanisms in thissector. The author argues that implementing these radical policies ofbuilding a diversified investment regime should include changes suchas widening the funding sources for the secondary vocational educationfrom the funds exclusively from the state-owned educationalinstitutions to contributions from individuals and communities in theregion.In relation to building a diversified investment regime for thesecondary vocational education in the Western Region of China, thispaper also analyzes a series of social issues, such as classificationsof the ownership, establishment of the legal structure and managerialpractice, and stakeholder relationships of the focal educationalinstitutions. Based on the theory of co-development betweensocio-economic and educational developments in a society, this paper,utilizing statistical methods, devises a set of evaluations and anindication index which can be used as tools for conducting analysis ofthe regional cluster of education in the Western Region of China.This empirical research, based on both qualitative and quantitativemethods, aims to be logical and clear in the formation of its mainargument.
