A Study On Regional Equilibrium Of Investment In Secondary Vocational Education In Zhejiang Province

Secondary vocational education is an important part of secondary education in China,which has made great contribution to the popularization of high school education in 2020.Local governments bear the main responsibility for the development of secondary vocational education,and must follow the principle of educational equity and promote the balanced development of regional vocational education.The investment in secondary vocational education mainly comes from the financial allocation,so governments at all levels should gradually establish and perfect the guarantee mechanism of educational investment,and provide sufficient financial support for the development of vocational education.With the development of economy and society,the contradiction between the strong demand for quality education and the limited supply of education is becoming more and more prominent.In the case of secondary vocational education,intensional development exhibition,the improvement of the quality of education all need to invest more education funds,the government through the balanced allocation of existing educational resources,so as to obtain the greatest educational benefits.This article takes the vocational education input balance as the theme,searches and collates the domestic and foreign scholar’s research result,lays the foundation for the construction analysis frame.After obtaining the relevant data from the Statistical Yearbook of China’s Education Funds,this paper makes an empirical analysis on the investment status of secondary vocational education in Zhejiang Province from 2007 to 2017 by using the index of education funds input.The research found that the development level of secondary vocational education in Zhejiang Province has been in the forefront of the country,and the amount of education expenditure has increased significantly,but the investment structure is not balanced,the excessive dependence on financial education funds investment and the implementation of "two proportions,three growth" problems still need to be solved.The deficiency of current education financial system and the imbalance of regional economic and social development lead to a big gap in the investment of secondary vocational education in every city,county and district of Zhejiang Province,which restricts the overall development quality and level of modern vocational education.Based on the current situation of economic and social development in Zhejiang Province and the development plan of secondary vocational education,it is necessary to give full play to the leading role of local government to realize the balanced development of secondary vocational education,and gradually narrow the regional gap in the investment of secondary vocational education funds in all cities,counties and districts in the province.It is suggested that Zhejiang provincial government can effectively improve the imbalance of secondary vocational education expenditure by increasing the supply of education funds,making clear the proportion of government share at all levels,appropriately raising the standard of average student expenditure,perfecting the transfer payment system and tilting the education investment to backward areas.
