With Analysis Function And Significance On Modern Education In Educational Reform To West Elementary Education

China west has rich nature and human resource, has special and complicated entironment and history, all of which lead to the territorial difference of its foundational education. Territorial difference on economy, society and education lead to the multi-layer and multi-status education, especially in urban areas where foundational education allows no optimism: low fulfill rate of compulsory education, under-developed educational conception and instrument, lack of educational outlay, all calling for a prompt educational revolution. Targeting on foundational education and its informational construction in China western area, measurements were taken including "compulsory education project at depressed area", "inter-school LAN" project, "real-time teach project for country schools", "network union of national education for teachers". "How to apply educational technique to promote revolution and development of western education and to expedite the modernization of foundational education in western region especially countryside" this is the problem our graduate school is to solve and this paper is to expatiate.Modern educational technique can realize the maximum spatial transmit and break the restriction of area, it effects to some extend as a stretch of human body, and thus properly solve the difficulties in the unification of educational method among the broad and diverse region of west China. The ultimate solution for realizing of a speedy development of western country is to take effort in the development of foundational education, and the key lies in the promotion of countrymen character. Meanwhile, modern educational technique is also important in the foundational education for female and minority students. The use of modern educational technique could improve informational attainment of students, teachers and administrative staff, could optimize the procedure of and improve the environment of educating and learning, could expand learning resource and could form students independence and innovation.Above all, the use of modern educational technique is developing with practice, a course of practice is required especially in western country areas during which all kinds of problems could occur. In this paper, pilot study in the aspect is also covered as well as suggestions on a more ideal way of promoting western foundational education with the application of modern educational technique. That includes to reasonably arrange finance, to adjust measures to local conditions, and to properly relate educational media to teachers and students.
