It is one of the most important assurances for education healthily developing that the education fund is sufficiently collected and efficiently used. And the education fund inputting from different ways can solve insufficiency of input from the education finance department, which has become the important roles for every level education departments. The World Bank Loans have got more and more attention by Chinese education department as complementary for education fund input, especially in the foundational education projects. Meanwhile the World Bank Loans have more and more affects in the Chinese foundational education projects. Under this background, the performance evaluation for the World Bank Loans of the foundational education projects becomes an important focus.The development of project evaluation theories provides the static theoretical base and structuring platform. How to use resources well can make projects carry out into the best results, which is the aim of project evaluation and the goal of foundational education project performance evaluation. Meanwhile, each level executive department also needs the relevant data of the projects collected by the evaluation system to summarize the experience and lessons and to provide the base for the further carryout and succeeding projects starting. So, there needs an project evaluation system as an important theme for the project management departments.The essential aim of evaluation is applying the information from evaluation to improvement the project, and analyzing the results.
