Generally speaking, there are two kinds of teacher appraisal systems with different purposes. One is the teacher appraisal system for accountability(TASFA); the other is the teacher appraisal system for professional development(TASFPD). The former aims at reward and punishment on the basis of the teachers performance, such as dismissal, promotion, salary increase or decrease and so on. The latter one is a new system. It aims at the professional development of all the teachers, based on the actual understanding of appraisers and appraisers and with the harmonious atmosphere running through the whole process.TASFPD has its profound base of theoretics. It bases on the Humanism, focusing on the teachers' development; It transfers the Theory of Constructionism and the Theory of Multi-intellect into the teacher appraisal in a creative way; It argues that both the estimator and the estimatee should talk, communicate equally, which accords with the Post-modernism; Basing on the theory of Learning Throughout Life and Reflective Teaching, it encourages teachers to study and reflect their work.So far the main mode of appraisal is the teacher appraisal system for accountability. However, it brings on a lot of disadvantages since we pay too much close attention to the students' entering higher schools. To avoid this, the implement of TASFPD has become more and more exigent and necessary.The implement of TASFPD should be based on a series of principles and disciplinarians. The appraisal content should involve all parts of teachers' work. But in any case, the most important purpose of this system is to promote the teachers to develop themselves.TASFPD is just one side of the two parts of the teacher appraisal system in schools. The relationship between the two is not utterly opposite. In practice, we should try to take one's strong points to offset the other's weakness so that we can develop both the school management and the teachers' quality.
