For reinforcing the communication between the ordinary education and the vocational education, our country has once drew up a series of policies for leading to the development of the comprehensive high schools in China. On December of 1998, the State Education Commission released the paper of The plan for blossoming and act facing to the 21 centuries putting forward that the developed regions can develop part of comprehensive high schools. On May of 2001, State Department advanced again that this kind of schools which can communicate the ordinary education the and the vocational education should be encouraged that brought up in The decision concerning the reforms and developments of basic education . Under the leading of the national policies and the various social background , some ordinary high schools and vocational high schools in some provinces ( areas ) changed the primary mode to hold comprehensive high schools. Comprehensive high schools in our country were exactly get a fast development in this time, then attained the high tide. In the process of development , comprehensive high schools met many problems, its development did not be favoring like people preparing to think. It also did not reach the expected result . Along with the various problems appeared, people produced the question about the value of the comprehensive high schools, and produced the different standpoints. Some experts think that comprehensive high schools are the inevitable outcome when the social economy develops to a certain stage. They are also a final educational mode. Holding comprehensive high schools will become the trend in our country. But another some experts then hold the contrary opinion .they think that it is wrong to regard comprehensive high schools as an inevitable trend with the economy develops to a certain degree. Generally speaking, educational system adapts to the native economy and the need for the talented persons . However, the both are also the none right relationship. For example , the economy of German has get a certain degree, but its comprehensive high schools have a little proportion. Facing this kind of issue, people produce their doubts about if we should develop comprehensive high schools in our country, what attitude and scale should we have when develop comprehensive high schools ? Aiming at these questions, on the basis of the past research ,this thesis break the mode of the previous viewpoints . The thesis make a horizontal comparison between the foreign countries which develop comprehensive high schools and our country . It is also carries on the full argument to the secondary education policies of our country under the social background .in the text , I produce a new point about how to treat the development and with which way to develop comprehensive high schools. Developing comprehensive high schools, the design of courses become the core problem naturally. how to establish reasonable courses, this text put forward the synthetic mode .I believe it will give some benefits for the design of courses. This research use many kinds of researches such as documenting, deepens interview , and observing on the spot synthetically . From the actual circumstance of the comprehensive high schools in our country and on the basis of the observations ,the text put forward the existing problems and give the suggestions. Expecting the comprehensive high schools in our country can benefit from this text.
