Competency-based Education is a mainly direction of vocational education reform all over the world. The comprehensive-vocational-ability-based idea further gives "competency" a clearer definition, which is comprehensive ability based on some career. The aim of higher vocational education is to cultivate technology-applying talents with high quality, who not only need to master specialized knowledge and skills, but also a sound development of creative thinking and potential abilities. The characteristic of cultivating aim in higher vocational education determines the unique ideal of curriculum development. Bring such an idea into curriculum development in higher vocational education is not only an important means of achieving this goal, but also an innovation of education idea in accordance with trends of development in economy and technology. This article tries to do research on comprehensive-vocational-ability-based curriculum development in higher vocational education with the method of literature, comparative analysis and induction. In theory, the article grasps the selection principles of curriculum content, flexibility of curriculum organization, the importance and particularity of general cultural curriculum development. In practice, the development of specialized courses should with an eye to the whole working process and transfer the standard of ability to the aim of curriculum, which is the base that we design the curriculum. It integrates skill,knowledge and attitudes. In addition, general cultural curriculum should be developed correctly so that the two curriculums can supplement each other. The comprehensive-vocational-ability-based curriculum development in higher vocational education strives for optimizing the curriculum system, and cultivating technicians of idiosyncratic distinct, full of vigor, innovative thinking on the production front-line.
