The aim of higher vocational education is to cultivate technology-applying talents with high quality, which determines the unique ideal of curriculum reform. In China, The curriculum of higher vocational education is the "expansion" of Secondary vocational education, or is the "compression" of higher education at this stage, which is not conducive to achieve the objective.Competency-based Education affected china higher vocational education is a mainly direction of vocational education reform all over the world in recent years. In accordance with defining differently the concept of "ability", there were four representative viewpoints to explain it: The task-based ability, The general quality-oriented ability, The integrative ability, The comprehensive vocational ability. These four viewpoints are very clear to reflect "occupation" but not good to reflect "higher" of higher vocational education. Task-based ability, general quality-oriented ability, and integrative ability are suitable for Secondary vocational education, but The comprehensive vocational ability is suitable for higher vocational education. Therefore, The comprehensive vocational ability adapts China higher vocational curriculum reform, will certainly be good to cultivate technology-applying talents with high quality and promote modern economic and technological development in china.This paper is divided into five parts: the first part is preface including the origin of this issue, theoretical innovation of the article; the second part is the interpretation of related core concepts; the third part reviews comprehensive vocational ability, and analyzes on its theoretical; the fourth part is of why the comprehensive vocational ability as a guide for higher vocational education curriculum reform and reform principle; the last part proposes three strategies that could speed up the curriculum reform of China higher vocational education.
