With the rapid development of Chinese open and reform policy and the globalization, talent resource has been becoming a most important strategic resource for every country. In some western countries, such as the U.S., Japan and Singapore, the globalization of talent resource is regarded as a critical strategic target by taking a series of effective measures to introduce talents. In such a heat competition, it is essential and urgent for Chinese government to make more efficient talent strategy and creative talent policy, and to construct new systems in accordance with Chinese conditions so as to properly introduce and train talents.This thesis, based on other theories and practice of talent policies both at home and abroad and beginning with the functional system of talent market, gives a detailed analysis of the cost of talent flow and the following problems in unworkable talent market: 1.the oversight of market results in the demurrage of talent train and supply;2.the blindness of market brings about the improper distribution and structure of talents;3.the outside feature of market makes it impossible for market to perfectly train talents;4.the non-symmetry of information cannot make the market talents flow smoothly;5.the market cannot determine the broader of talent property itself, which holds up the smooth flow of talents. In order to solve these problems, this thesis argues that government should play a proper role to macro-control the talent market by making workable policy and laws.This thesis also focuses on the talent situation of Ningbo and analyses the contradictions between supply and demand, distribution and structure, and introduction and application of talents. In recent years, the local government has issued some helpful talent policies, which have played an important role in making up the unworkable market. The writer, by conducting a public opinion poll, makes a practical analysis on the actual effects of these polices. Some constructive advice and countermeasures are also presented to such problems arising in the poll as how to perfect flexible talent flow market and favorable policies of talent introduction, improve the system of income allotment and the environment of talent market.
