As one of the important parts of China's higher education system, the local universities and colleges in non-center cities have their particular social function and historical mission, and there exists objective basis for them to survive and develop in the developing process of China's higher education. Therefore, it is an unavoidable project for researchers to study the core competence of local universities and colleges in non-center cities from the perspective of scientific development. Taking The Core Competence Theory as its analytical frame, this thesis, on the one hand, discusses the connotations and characteristics of the core competence of local universities and colleges in non-center cities, on the other hand, studies the countermeasures to cultivate and promote the core competence of local universities and colleges in non-center cities.The thesis consists of four parts.The first part elaborates the rationales for selecting the present study, the significances of the present study as well as the research thought and methods used for the present study etc. After discussing the developing situation and social function of local universities and colleges in China's non-center cities, this thesis puts forward that to study the development and competitiveness of local universities and colleges in non-center cities by employing The Core Competence Theory as its analytical frame is not only a breakthrough of research vision but also a kind of profound thinking for the developing practice of local universities and colleges in non-center cities.The second part focuses on the concept and characteristics of the core competence of universities and colleges. By expounding the connotations of The Core Competence Theory of Enterprises, this thesis discusses the adaptability in theory and the explaining power in practice of The Core Competence Theory in studying the development and competence of universities and colleges. Furthermore, the thesis analyzes the deficiencies of previous studies on the core competence of universities and colleges. Proceeding from the three functions of universities and colleges, the thesis defines the core competence of universities and colleges, and discusses the three characteristics of the core competence of universities and colleges (i.e., value, rarity and extension) from the perspectives of "consumer", competitive subject as well as future development of universities and colleges.The third part mainly researches the core competence of local universities and colleges in non-center cities. The thesis first analyzes in depth the historical mission of local universities and colleges in non-center cities from aspects of regionaleconomy development, regional technological innovation and construction of study-type society etc. during the historical process of constructing well-to-do society in an all-round way and constructing the "harmonious" society, then it points out that the characteristics of running schools of local universities and colleges include regional limit, short resources and weak development, and finally it discusses the formation and characteristics of the core competence of local universities and colleges in non-center cities. It is admitted that the core competence of local universities and colleges in non-center cities is embodied in the aspects of subject level, innovative ability, comprehensive ability of running schools and brand influences and so forth. The thesis emphasizes that, firstly, the subjects that embody the regional economy, resources, culture etc. are the "key fields" that local universities and colleges in non-center cities should attach more importance to, which may embody the characteristics of cultivating talents of a certain subject, or may reflect the influence of subject construction and study on the support and spread of regional characteristics. Such kinds of subjects may not be "first-class", but their effects on regional society and regional economy development are obvious and immeasurable.
