The planning of the regional educational development(PORED)belongs to the macroscopic educational category.The success to the planning of the macroscopic educationis strongly decided by a successful researching on itself.And a failure in it would bethe biggest mistake in the education system.So,to research,make up and carry on POREDwill contribute a lot to the glowing of education levels,strengthening the overall nationalstrength and the goal of achieving a well—fixed social.Planning and developing theeducation scientific and exploring the human resources are efficient ways to conve~theburden of the heavv numbers of population to an advantage of plenty of manpower. The PORED has already searched the way of studying and formulating the operatingmodel and the law of the panning,hoping to take the regional education effected to be abalancing development as the PORED carried on. With the efforts of looking up documents,analyzing cases,live researches,we havemade out the conclusions that are the basic theories and methods in researching,makingand carrying on the PORED : PORED plays as a core in the regional educationaladministrational movements.Researching,making and carrying on the PORED are based on thescientific concept of development;PORED is a strategic macroscopic and developed scheme;researching and making PORED should based on a coincident,systematic,adapting principal;organizing and carrying on the PORED should coordinate the relationship between theplanning of education and the strategy of the educational development,planning of educationand educational programs,planning of education and educational politics,principal andprinciples,and the inheriting and the innovating.
