| In July 2010,《National medium and long-term educational reform and development program(2010-2020)》was introduced in China,which successfully caused many scholars and international organizations to study it.With the "12th-Five Year Plan" coming to the end,many areas began to prepare for "13th-five Year Plan"education planning.In order to better educate the planning work more professionally and scientifically,government,university experts and basic education schools on the"13th-five Year Plan " education program launched a cooperation.According to this paper,the "case study" which regards the development of regional education planning as the theme,in order to make the education planning of T development zone as the research object,through combing the literature and material collection,interviewing method,observation method,theoretical analysis and case study of T area.To analyze the motivation of T development zone for educational planning?What are the subjects involved in the development of T development zone education planning,the purpose of participation?What are the stages of the T development zone education planning process?What are the characteristics of T development zone education planning and the improvement?This paper explores the characteristics of T development zone education planning through the political process theory.The game theory of non-zero game,information asymmetry theory,repeated game theory to reflect the T zone education planning in the development of the advantages and disadvantages.This paper was divided in the following parts:the first part is mainly theoretical level and practical level about the significance of this research,and definition on the concept of regional education planning,on the basis of the existing research results being carried out;the second part is educational planning in the main of the constitution,the participating subjects’ purpose and effect analysis;the third part is from the T development zone of "13th Five-Year" education planning process with a detailed account of the process of planning;the fourth part is mainly from the time dimension and attribute dimensions of education planning T development zone make analysis of characteristics.Research shows that the T development zone in the "13th Five-Year" education plan within the formulation presented "urgent" and "grinding"characteristics.From the attribute dimension on the open "input",taking the multiple"input" structure into account;the fifth part is about the summary of educational planning in T District,trials on the theory of T development zone education regulations,reflection and putting forward some countermeasures and suggestions from the game.The research shows that the multi participation regional education planning is a nonzero sum game,which is beneficial to the development of education.The asymmetry of information easily leads to the difficulty of the regional education planning.It is more suitable for the planning of long term cooperation to be more suitable for the planning and the planning of the project.A case analysis on the formulation of education planning based on T development zone and T development zone with a view of the development zone or has completed the hardware construction area providing valuable experience in education planning,learn a little to make up for lack of planning to provide supplementary research for the regional education. |
