Since the reform and opening, compulsory education in China has achievesd complete suecess. The rate of the popularization of nine-year compulsory education has reached to 99%(by the end of 2009). But as a whole,the foundation of our compulsory edueation is still unsubstantial. There is a vast gap between the regions,city and countryside in the development.After we has almost popularized the compulsory edueation,the government and people of all works in our soeiety should pay much attention to the standardization of the conditions and the balance of the level about the education.The balance of compulsory education is essential to the changing of disparities among the three grand zones in China, and realization of equalization substancial survice。In 2010 a red tape was introduced by ministry of education, it emphasized on the balanced development and set periodical goals of copulsory education. This paper is made under the background.In order to promote the balanced development, this paper carry out the study as following:firstly, explain the substancial concept and related theories so as to make up the theoretical syste; secondly, see about and analyze the historieal trace about the development of compulsory education in china,and then we can sum up questions and look for the inspiration; thirdly, discuss and measure the non-balanced actuality of our compulsory edueation to find the deep-seated reasons which result in the non-balanced development of compulsory edueation in China. At last, put forward some solutions and suggestions to build itself into a balaneed development by combining our national condition and existing polieies.The paper consider that the main cause of non-balance about compulsory is educational system:finance and management of expenses. From the national level, the imperfectness of educational policies takes on deficiency and instability of educational expenditure, unreasonableness of educational expenditure structure, frequency of esucational policies, absence of educational payment transfer system; From the regional level, it embodies unwholesomeness of regional budget management system, non-balance between duties and financial resources, impectness of tax policies, etc. The paper consider that it's important to make laws on education more perfect, add to the input of the government, optimize the educational finance and administration system, build a effective support system of educational input and make a more pefect educational payment transfer system.
