At present, the education and teaching reform in Secondary Normal School is relatively behindhand. The teaching model of the political education course is single and monotonous and the phenomenon of disregarding student as the subject of learning is quite common. The reason that inspires the author of this paper is the insight into the above-mentioned reality. The function of Secondary Normal School is to cultivate primary school teachers and serve foundation education. And therefore, Secondary Normal School should respond to the reform of foundation education. At present, China's foundation education is actively carrying out curriculum and teaching reform. The core of the reform is to put project-based learning into practice. Consequently the teaching reform in Secondary Normal School should react actively to this in order to help students shift from the passive model of learning into active project-based learning. There is no project-based learning course offered in Secondary Normal School, the direct method, therefore, to conduct project-based learning in Secondary normal School is to put it in the subject teaching. In the teaching of political education discipline in Secondary Normal School, for the purpose of helping students get used to project-based learning, the important thing is that teachers of political education course in Secondary Normal School must change traditional teaching model and apply Project-based teaching model. The implementation of project-based teaching model of political education course in Secondary Normal School is an inevitable demand to deepen the reform of political education course in Secondary Normal School, and to vigorously push ahead with quality-oriented education and to develop innovation spirit and practical ability of students. It is required by the need of cultivating comprehensive talent of combining humanistic spirit with science spirit acclimatized to modern society and imminent demand of satisfying the reform of new curriculum and fostering primary school teachers of high quality. The implementation of project-based teaching model of political education course in Secondary Normal School has been made possible because of the requirements of educational teaching reform of quality-oriented education, the character of "non-selected education" of Secondary Normal School as well as the psychological character of the students willing to explore and learn knowledge. The Project-based teaching model of the political education course in Secondary Normal School refers to the one that creates a kind of situation or approach similar to research in teaching procedure of political education in Secondary Normal School in order to help students choose and decide learning contents and to instruct students to collect, analyze and judge abundant information material for the purpose of active exploration, discovery and experience. Modern learning theory is the pedagogical foundation of project-based teaching model of political education course in Secondary Normal School. The project-based teaching model of political education course in Secondary Normal School should keep to the following principles: discovery learning should combine with creation learning; theory should integrate with practice; teacher's instructed learning combine with student's research learning; form should be various; independent research integrates with cooperative research; disciplinary study combines with cross-disciplinary study and the assessment standards should be open.
