On Strengthening The Education Of The College Students On The Conception Of Legal System

As a category of legal ideology, conception of laws refers to people' s idea, knowledge, and psychological understanding of legal phenomena, as well as people' s ideological conception of understanding, abiding by, and maintaining laws on their own initiative. Conception of legal system represents people' s understanding of laws and regulations, their emotions, evaluation, wills, beliefs, and pursuit. Basically, the strengthening of laws should first begin with the strengthening people' s understanding of the conception of laws. The Fifteenth Conference of The Communist Party put forward a concept of "Running the country according to laws". The amended Constitution in 1999 established the essential strategies for running our countries on the basis of our country' s fundamental laws. In our country, all the aspects in our political activities, economical activities, and other social activities must be channeled into the supervision of laws. Especially when establishing the new system of socialist market economy, we must realize the legalized management of realm in both the economic base and the superstructure, that is to say, run the country strictly according to the laws. As the builders of our country and successors of carrying the socialist causes, the colleges are the future and hope of our country. It' s the college students who are going to take the responsibilities to build our country into a prosperous, democratic, and civilized socialist modern country. It' s also the college students who are going to confront with a more democratic and legal society with a much more flourishing market economy and full of more severe competitions. If they have no idea of laws, it' s impossible for them to take action, to develop, and to survive, not to say take any responsibility. Even worse, it might bring loss and damage to the construction of our country.From different point of views, this article demonstrates the significance of strengthening the education of the college students on the conception of legal system. On the basis of investigation by analyzing questionnaires, this article analyzes the present situation of the college students understanding of the legal system, explores the problems in their understanding of the legal system and the subjective as well as the objective causes of the problems. It suggests that people's understanding of and attitude to laws can control their actions. Although the legal system stipulates the standards for their behavior, it seldom controls people' s behavior in their every day life. What really controls people' s behavior is their understanding of and attitude to the legal system. Legal system first finds its effects on citizens' minds and their ideology, help shape citizens' attitude towards laws before guiding citizens' actions. Therefore, people's understanding of and attitude to laws can play the role of directing and guiding their actions. A perfect legal system without people' s establishing conception of legal system will lead to the consequence that even the perfect laws will be twisted and misunderstood in practice. Then, the laws will not show its power.Based on the above analysis, this article suggests the methods of publicizing our legal system and explains how to educate college students in an efficient way. Confronted with the new situation, it should be a systematic project on a large scale, which calls for a joint effort made by the society, the universities and all the families. Publicity of laws and regulations, with the education of legal system as the core, is an essential way to realize the purpose. The education of legal system should be directed to people.
