China's entrance to the World Trade Organization (WTO) marks China's further opening to the outside world and greater participation in the global economy. Since the influence of entering WTO on China's economy and society is far-reaching, education -especially higher education - will inevitably be challenged.Based on the theories of economics and management, this article first introduces some background materials of the education service trade stipulated by WTO rules, and analyses the influence of WTO rules on the Chinese higher education industry, drawing attention to the fact that it is now confronted with both a good opportunity and a severe challenge. Then, the article sums up the changing processes and existing problems of higher education's five structures, and makes an overall analysis of the regulatory mechanism, influencing factors and the effect of WTO rules on the higher education structure. The author thus considers that the adjustment of the higher education structure and the establishment of a reasonable and optimized structural system are a necessary condition for continued improvement in the function of higher education. Finally, this article advances ten policy proposals in order to best realize these changes.
