| It is pointed out that “science and technology is the primary productive force,talent is the primary resource,and innovation is the primary driving force” from the report of the20 th National Congress of the Communist Party of China,and as a gathering place for science and technology,talents and innovation,colleges and universities have played an increasingly prominent role in economic and social development.With the establishment and improvement of China’s higher education management system dominated by provincial governments,it has become an important responsibility of provincial governments to continuously adjust and optimize the structure of higher education and talent supply,provide human capital for the transformation and upgrading of industrial structure,and promote the high-quality development of regional economy.In this paper,on the basis of clarifying the relationship between higher education structure and industrial structure,the development status of industrial structure and higher education structure in Anhui Province is sorted out,and it is found that the current economic development of Anhui Province is rapid,and the industrial structure is constantly tending to be advanced,rational,efficient and ecological.At the same time,higher education has also made great progress,such as the continuous expansion of the enrollment scale of junior college,undergraduate and graduate students,the increasingly reasonable structure of subject categories,and the increasingly balanced layout structure.However,there are also some prominent problems in the structure of higher education.In terms of subject structure,the enrollment scale of junior college,undergraduate and postgraduate education of primary industry-related categories is relatively small.The proportion of enrollment in major categories related to the tertiary industry within the college level has remained above 70% in the past five years.The enrollment ratio of disciplines related to the tertiary industry at the undergraduate level has exceeded 50% in the past 10 years.The proportion of enrollment in disciplines related to the tertiary industry at the graduate level has been increasing in the past 10 years,and has approached 50%.In addition,using the deviation coefficient,deviation degree and the degree of structural change synergy to measure the relationship between related categories and corresponding industries at various levels,it is found that the enrollment of agriculture,science and engineering is not all significantly related to the scale and structure of the primary and secondary industries,while other categories are significantly related to the tertiary industry.The deviation coefficient between agriculture,science and engineering,and other major categories(disciplines)and corresponding industries continues to shrink with the improvement of the level of college,undergraduate and graduate level,that is,its matching is more effective with the increase of the level.In terms of structural change coordination,the college level performed the worst,and the graduate and undergraduate levels performed excellently,showing a relatively keen trend of synergy on the whole.In terms of hierarchy,the overall focus of higher education is too low,the college is large but not strong,the enrollment of the undergraduate level is not good,and the scale of postgraduate traning is not large and relatively small.In terms of layout structure,Hefei has an absolute advantage in the quantity and quality of universities,and the characteristics of local characteristic universities are not obvious,or they do not match the development of local characteristic industries.At present,higher education in Anhui Province needs to form a more reasonable higher education structure,and provide rich levels and diverse types of compound talents for the future layout of Anhui Province’s industry and high-quality economic development.According to the analysis of this paper,the following suggestions for the optimization of higher education structure are proposed on the basis of following the principle of unbalanced development and dynamic adjustment.For example,focus on emerging industries to optimize the structure of disciplines,achieve differentiated development around talent needs,and rationally deploy higher education resources.In this paper,we conclude that overall guarantees should be carried out from three aspects: the improvement of the institutional system,the expansion of financing channels and the improvement of the quality of teachers,so as to better optimize the structure of higher education... |
