Hunan province is a region with good educational tradition. For theseten years, it has formed a multi-layered, multi-modality, fully-developingpattern by reforming managerial system and recombining resources ofhigher education.However, there is still a practical problem that the government andthe educational administration should face to, and also an importantproblem referring to the development of Hunan higher education—howto plan the project reasonably, how to optimize the allocation of resources,how to insure the initiative development, and how to exert fully the hugefunction in cultivating talents, serving society, and science research..In this paper, I give my own viewpoint about fundamental measuresin adjusting higher education structure, and take the scientific concept ofdevelopment as instruction, the rational adjustment of Hunan highereducation structure as value orientation. All these are on the basis ofanalyzing present condition, influence factor and drawing lessons fromother areas.The paper argues that although the development of Hunan highereducation is in a sustainable and rapid speeding-stage—the formalstructure presents diversification; the hierarchical structure tends to berationalization; the special features of structure gets obvious increasingly;and its district structure embodies unbalanced group state, the rectification of Hunan higher education structure still need to handlesome problems, such as development potential of higher education,ecological location of university, rational distribution of professionalcurriculum, allocation of resources in new colleges and so on, for meetingthe needs of economic grow to Hunan higher education, and promotingsustainable development herself.For the research on the adjustment of Hunan higher educationstructure, this paper argues that the logic beginning of higher educationshould be that function determines structure; the basic appearance shouldbe the harmony of the eco-system structure; the strategic target shouldadvance central development pole of higher education; the core workshould be the adjust and development of academic profession; the itemwork should solve the "wooden pail phenomenon" in new colleges, andthe primary assurance should be good social milieu.
