Curriculum research field is very extensive. Goodlad(1979)categorized curriculum research into three fields, which include substantive field ,political-social field and technical-professional field. The political-social field corresponds to the field of curriculum decision-making. Behar(1994) thought curriculum policy is an important field of the whole curriculum research, which he categorized into eleven fields. Curriculum policy decides the traits of curriculum, has much to do with curriculum decision-making, limits curriculum design and implement, and exerts great influence on curriculum reform. However, curriculum policy research has been weak for a long time in our country. It is necessary for us to reinforce the research on curriculum policy, especially on local curriculum policy. Based on the standpoint and methods of Marxism, this dissertation discusses several basic problems of local curriculum policy by using literal analysis, logical contemplate and historic approaches, in order to enrich the research of curriculum policy in our country and provide some suggestions for the ongoing curriculum reform of basic education.This dissertation consists of five parts.Introduction, which includes the reason, significance and research methods of this dissertation.Part one, the development of Chinese basic education's curriculum policy and the origin of local curriculum. The development of Chinese basic education's curriculum policy experiences three stages, including "Nation Mode stage, with the curriculum empowerment to basic educational units, we must enhance the research on local curriculum policy.Part two, the essence and significance of local curriculum policy. In essence, curriculum policy is the regulation that decides who has the power of curriculum decision-making and how much it has. In phenomena, local curriculum policy is government's policy texts about the political measures in curriculum field. Ontologically, local curriculum policy is the distribution of curriculum benefits. It is the action creed and regulations made by local educational governments. The purpose of local curriculum policy is to control curriculum objects and approaches according to different needs ofcurriculum power in certain social and educational fields. Local curriculum policy mainly refers to the regulations about local curriculum power, which are made by national educational government. There are some great benefits of implementing local curriculum policy, such as making the curriculum decision-making and management more democratic and scientific, acclimating to the trends of curriculum management reform in the whole world, and facilitating the development of local curriculum resources.Part three, the local responsibilities and purviews of curriculum management. With the function of curriculum management from control to service, as the subject of local curriculum management, the local is not only the national curriculum policy's " transfer station" ,simple executor and the active subjects of the whole schools' curriculum management, but also the indispensable subjects of curriculum management and development, which is directly responsible for basic education, curriculum development and implementation quality, has the function of a connecting link between the preceding and the following, exert the function of the central government can not exertion. Thus the local responsibilities and purviews should be changed as accordingly, the dissertation has put forward some own opinions of responsibilities and purviews of province, district and county.Part four, the guarantee conditions of local curriculum policy. In this part, the paper has simply analyzed the guarantee conditions of local curriculum policy mainly from seven aspects.
