Education and the economy have a relationship of complementary and mutually reinforcing:education provides impetus for economic development while economic development nurtures education. Especially in the field of higher education, by fulfilling the function of talent development、academic research and innovation, social service and others, colleges and universities instill vitality into economic development better and faster. Based on the relevant policies, this study puts higher education sectors’ social service function as an entry point and analyzes the different practice adopted by 21 universities and 15 colleges in Yunnan province to serve the local development through literature analysis.According to the deep study, for the practice adopted by the higher education sectors of two levels to serve for local development, all schools have fully played their resource advantages to help the Yunnan local poor areas break away from local poverty by "linked poverty alleviation" measures, based on response to national poverty reduction policies. For the universities, more measures were adopted to serve the local: 1. Collaboration between universities and enterprises. Universities continue to deepen the school-enterprise cooperation, to provide technical support and specialized personnel required for the development of enterprises; 2. Training of junior officers. Schools promote local economic development by improving the junior officers’ service levels and the ability to practice; 3. Think tank construction. Universities play their role of think tank to provide advice and decision, providing intellectual support for local economic development considering both local economic status and their own academic characteristics and research capabilities. For the colleges, the practice they adopted to serve the local include:1. Cooperation of colleges and companies. Colleges fully use of their strong professional and practical advantages, implementing highly practical cooperation with enterprises, training required skilled personnel for company development while the company provides a platform for college teaching work.2. Training activities. Colleges make use of their own practical advantages to step further into local frontline, providing training for primary healthcare services、plant breeding and other industrial and agricultural activities, which would be very helpful to promote local economic development.After study and analysis, here comes to a conclusion that local economic development is inseparable from three factors:1. the strong government policy guidance,2. the opportunities to seize to develop by fully using the local advantages; 3. higher education sectors, as one of the most powerful element to enhance local economic development, should combine with the local economic development on the basis of policies, and continue to deepen and expand the measures of poverty alleviation, school-enterprise cooperation, frontline training and think tank building to serve the local economic development.
