As we all know,our country's education has made remarkable achievements in the past few years,but there still exist such problems as the quality gap between urban and rural education and the deviation of the implementation of the education policy.At present,the main problem of our country's educational policy is the unfairness of education,in which there are not only the uneven distribution of educational resources,the different economic development speed,but also the reasons for the problems of the local government policy execution.Good policy execution is a reliable guarantee for the realization of policy objectives,and it is a powerful weight for the effectiveness of policy.The good executive ability of local government education policy is an important bridge to speed up the content of education policy and realize the transformation of educational policy goals.The vitality of policy lies in its implementation and the authority of policy lies in its implementation.The 19 th National Congress of CPC to push the integration of urban and rural education into a new pattern of development and bring new demands and challenges to the implementation of the local government's educational policy.Therefore,the author chooses the integration of urban and rural education as the angle of view,and uses the theory of organization and policy to study the execution of the local government education policy by the method of literature analysis and system analysis.Question.It is found that the main content of the executive power of the local government's education policy in the integration of urban and rural education is the policy design,policy operation and policy assessment.Through the analysis of the main content and the present situation,it is concluded that the local government has made obvious progress in the implementation of the education policy: the standard of policy implementation is improving day by day,the operating mechanism of executive power is becoming more and more coordinated,and the content of the assessment of policy execution is gradually concretely.At the same time,there are still some problems,such as lack of execution awareness,lack of executive communication and coordination,lack of executive power and lack of accountability.According to the present situation,it is found that the existing problems are mainly caused by insufficient executive ability,restriction of policy enforcement resources,imperfect assessment mechanism and imperfect supervision.These problems not only reduce the implementation of local government education policy,but also make therelevant education policies fail to implement in time.In order to solve the problems existing in the implementation of the local government's educational policy,we must do the following work: first,we should optimize the ability of the implementation of the main body of the education policy,improve the comprehensive quality of the executive subject,make clear the responsibility of the implementation of the main body,and optimize the multiple implementation of the main body;secondly,we should optimize the allocation of the executive resources of the educational policy,In order to guarantee the balance of resources,guarantee the stability of resources input and establish a smooth information communication mechanism,we should optimize the performance evaluation mechanism of educational policy again,specifically to improve the evaluation and evaluation,improve the accountability mechanism and optimize the incentive mechanism;finally,we should optimize the supervision mechanism of the Executive force of the education policy and do a good job in the implementation of the mechanism.We should supervise the main body status,improve execution,supervise and evaluate and exert the resultant force of social supervision.
