In the 21st century, balanced development of compulsory education in China has become the focus of education reform and social concern, and promoted the balanced development of compulsory education in the county is an important foundation for the reality of the path for achieving balanced development of compulsory education. Balanced development of compulsory education policy can achieve the desired goals depends on the effectiveness of policy implementation, and this paper attempts to further study the current status of policy implementation the balanced development of compulsory education in the county. This is not only conducive to the balanced development of compulsory education in the theory of construction, the balanced development of compulsory education has opened up new perspective.This research selected Yuzhong County of Lanzhou City to policy implementation theory, the use of literature, surveys and other research methods. Firstly, summed up in Yuzhong County of Lanzhou City, since 2005, the balanced development of hardware, balanced development of teachers, students balanced development, education and treatment into four levels of funding for the introduction of a number of specific policies.Secondly, analysis of the balanced development of compulsory education in Yuzhong County, policy implementation and influencing factors. Finally, relevant policy recommendations to ensure the effective implementation of the policy.This paper is divided into five parts, including:Part I: Introduction, describes the reason topics, meanings, ideas and methods, and analysis of domestic and foreign policy of balanced development of compulsory education, Research and Related Concepts. Part II: focuses on the policy of balanced development of compulsory educationand implications of the theoretical basis for the balanced development of compulsory education to provide a theoretical analysis.Part III: The policy of balanced development of compulsory education in Yuzhong County, summarized the status of implementation described in this study to provide reference and guidance. Part IV: The Development of Compulsory Education in Yuzhong County, the intention of policy implementation degree of the effect of Investigation, which focuses on integrated―process model‖and―comprehensive model‖based on the theoretical framework constructed from the policy issues, the implementation of the main , target groups, policy environment, four levels of Yuzhong County in the process of policy implementation problems were influencing factors.Part V: Compulsory based on the status of implementation of development policies, make policy recommendations, namely: Changing concepts, and increase enforcement of county government; Organizational learning and improve the level of implementation of personnel policies; Incentives to support and improve educational resources primary and secondary schools; Actively promote, and guide parents with the collaboration; Monitoring and evaluation, policy environment to promote harmony and fair.
