Entering the 21st Century,the balanced development of the compulsory education has become the focus of the education transformation and theory research.At present,the balanced development of compulsory education with county becomes the realistic way and first choice to implement the balanced development of the compulsory education.Balanced development of compulsory education policy to achieve the desired objectives can depend on the effectiveness of policy implementation.Therefore this paper attempts to research the current balanced development of compulsory education with county from the perspective of policy implementation.This is not only conducive to the balanced development of compulsory education in the theory of construction,but also has opened up a new research perspective for the balanced development of compulsory education.At the same time,it has a practice meaning for implementing the balanced development of compulsory education with county,and provides good ideas for policy executive.This paper selects Fengtai District in Beijing as an example and the policy implementation as theory basis by the methods of surveys,interviews,KJ method etc.Firstly,sum up the policy background of balanced development of the compulsory education.The policy evolvement comes through three periods in China:basic popularization for primary education(1985-2000), basic popularization for secondary education(1980-1985),general popularization for the nine years compulsory education and improve the compulsory education level(since 2001).Since 2005,Beijing city has come on all sorts of policy from city and hardware balanced development, teachers balanced development,students balanced development,investment and governance in education for pushing forward the balanced development of the compulsory education.Then,investigate government's policy implementation status about the balanced development of the compulsory education in Fengtai District and people's satisfaction for the policy implementation.On this basis,put forward the problems in the process of Fengtai District policy implementation:the lack of policy preparation,the weak enforcement of policy executive,the mismatch of target groups and the complexity of policy environment.The paper focus on Process model and Integrated model to build a theoretical analysis framework,and conducts a factor analysis of the problems in the process of Fengtai District policy implementation from the policy issues,the policy executive,the target group and the policy environment.Finally,put forward relevant suggestions from five aspects:attach importance,intensify county government implementation;organize learning groups,improve policy level of implementation executants;inspire and support,meliorate schools resources; actively propagandize,lead students and parents to a cooperation;supervise and evaluate, promote a harmonious and fair policy circumstance.
