| AS the progress of society and the development of economy, the equal process of primary education acquires more and more attention. Providing the equal, free and unified primary education to all the citizens, eliminate the distinctions which come from the political and economic status, will be crucial important not only to improve the quality and level of human capital, but also to advance the harmonious and scientific development of the society.But the reality of Guangdong province is that there have wide gaps of difference in primary education between the countryside and city. For instance, the twelve-year even fifteen-year education has been put forward in some cities when the nine-year forced education is still not achieved in some country areas. Therefore, the authors hope to make clear the urban-rural situation of Guangdong province, use the public products and welfare economics theory to analyze the reasons of the differences and the adverse effects, and put forward the equalization methods in the end.Under the above ideas, the article divides into six chapters. the first chapter mainly introduces the background, significance and "literature review". Chapter 2 is the theoretical basis. The third chapter to the sixth chapter is the main body of this article. Chapter 3 systematically analyzes the difference between urban and rural in primary education. Chapter 4 analyses the reasons of these differences. Chapter 5 analyzes the adverse effects of the differences from personal income, social mobility and social wealth immobilized.
