Since the eighties of last century, teachers' professional development becomes an important theme of the world educational reformation. To meet the challenge, China's educational theorists start a research which focused on this theme since the nineties. Educational administrative departments at all levels also start to promote the professional development of teachers through oriented policy and specific administrative measures, all of which undoubtedly promote the construction of teaching staff. Professional development of teachers is a sustainable self-development process which depends on teachers' development awareness, development effort and the support of external condition. This process needs state, schools, teachers and community to participate and collaborate. In the current, whether policy regulation or theory research doesn't focus on the core issue that division of responsibilities of each subject's responsibility in teachers' professional development. Through the study of school's responsibility in teachers' professional development, this paper attempts to clear responsibility between government and school, enrich theory of teachers' education, and at the same time to provide reference for formulating regulations for teachers'management.The paper defines school responsibility as the responsibility schools should shoulder, the responsibility schools do shoulder, and the responsibility schools can shoulder. Pondering the schools' accountability in teachers' professional development is based on theoretical analysis and practical investigation. Firstly, the paper explains the basic problem of schools' responsibility, including concept, source, and basic scope. Secondly, the paper makes corresponding questionnaire and brief interview outline to survey the rationality of the current schools' responsibility setting and the affectivity of schools' responsibility by investigating educational official department, schools and teachers. Finally, the paper put forward preliminary proposals on the realization of schools' accountability. The paper founds that teachers pay much attention to external support factors, which highlights the importance of the school's responsibility, but the schools' responsible awareness and accountability methods need to be improved. Schools'accountability depends on the strengthening of education administrative departments'support efforts. Therefore, governments should increase investment in education, clarify teacher management system, and expand school autonomy to enhance their accountability and provide a basis for school accountability. School management should be reformed, including guidance for teacher development, strengthening of team building, protecting professional work of teachers, promoting formation of teachers'development cultural, which can promote schools'effective accountability.
