After the Republican Citizenship, the right of citizenship based on liberalism is the dominant position in the modern western political life.As the core of liberalism citizenship, the individuality and rights are paramount, it regards the responsibility as a tool to protect the rights of the individual,what is more ,reducing civic responsibility to the scope of obligations.The concept of citizen rights orientation has led to modern social individual identity difficulty, moral anomie and political tool of the crisis,the newly emerged communitarianism has criticized it.Communitarianism believes that the individual lives in the community and is responsible for the community, emphasizing the individual’s sense of belongingness and the participation of public life, thus establishing a civic identity with responsibility as the orientation.Responsible citizenship is the demand of social reality. Meanwhile, the relationship between the individual and the pursuit of the other people form the theoretical basis of the responsible citizen.The cultivation of responsible citizens can not be separated from the understanding of its essence.
