"Quality" is the core of higher education of the 21st century. In China, building a scientific and effective quality control mechanism for higher education is the necessary guarantee of the healthy development of higher education popularization, meanwhile, it is an important measure of promoting higher education quality under the condition of socialist market economy.For study of quality monitoring of higher education, more domestic and foreign research institutions start with monitored organization, focusing on the macro-level studies such as problems and countermeasures in teaching quality monitoring, but there are few researches on the status of the Higher Education Quality monitoring and fewer on the basis of the status of construction quality monitoring system of higher education. For the research method, and the theoretical analysis is simple, innovative research results and rare, mostly on the certain aspects of quality monitoring of higher education fewer on systematic study.In view of this, the different monitoring status of the main targets are the investigation, comprehensive literature analysis, questionnaires, and other qualitative and quantitative research methods, viewing government, First of all, this paper describes core concepts of quality monitoring of higher education, monitoring the subject classification. Monitoring subject function has been fully discussed and selected problems of "quality of higher education and the improving level' database, analyzed test project of the total project. Meanwhile, the use of a questionnaire prepared by stratified sampling method and survey, monitoring and self-monitoring and other universities in four aspects of investigation and research On the basis of statistical analysis, the following conclusions.1, In quality monitoring and quality on related, the school monitoring must obviously be higher than other monitoring. The school monitoring and the higher education quality's correlation coefficient is 0.324(P<0.01). The monitoring indicators by the mean score of the following order:control mean running> Enrollment monitoring means> public opinion mean> policy control mean> teaching monitoring means> the employer's average> self-reflection of the average> of self-evaluation of the mean> the average teaching evaluation> graduation means to monitor.3, Managers, teachers, evaluation of self-monitoring and social monitoring, management evaluation should be significantly higher than the evaluation of teachers.4, Different institutions in monitoring and self-monitoring aspects of the school there are significant differences, such as on the biogenic monitoring indicators,985 institutions were significantly higher than the 211 Enrollment monitoring institutions, local undergraduate, vocational.5, Different regions in terms of self-control were significantly different, eastern and central parts significantly higher the West (P<0.001).On this basis, this study discusses the monitoring quality of higher education on monitor status, on concept of quality monitoring, for the implementation of quality control teachers should improve the participation in quality control. each focused on the implementation of such monitoring is one of the reasons that make higher quality control not optimistic. Mechanism and monitoring system includes quality control system operating mechanism.The value of the study lies:the study of the current situation of higher education quality has far-reaching influence to improve our higher education quality. as for theory aspect, (1)study of higher education quality monitoring system is necessary measure to ensure the quality of personnel training of colleges and universities. (2) study of higher education quality monitoring system is important link to ensure effective going of higher education system. (3) Enriching higher education quality monitoring theory system further. As for practising aspect, (1) can discover problem in time, correct fault and deviation in educating teaching, ensure direction of running a school. (2) can standard colleges and universities'behavior of running a school, rise the effect of running a school, urges colleges and universities to develop healthily (3) for those schools not reaching standard, can find out problems, bring forward the measures for improving and readjusting, promote their educational quality.
