Entering into the 21th century, higher education in our nation hasdeveloped rapidly and the scale of running universities has enlageredconstantly. At present, massification of China's higher education, however,causes lots of contradictions and problems, for example, lack of cost-imput oneducation and teaching, disjoint between speciality establishment, trainobjective, curriculum system and social demands, surplus structure ofgraduates, high pressure on employment, new requirement and doubt putforward by the nation and society about the quality of higher education andteaching. Higher education confronts developmental opportunities as well asaustere challenge. Ministry of education and ministry of finance issueNomber1 document in 2007,starting formally "undergraduate teaching qualityand reform engineering of universities"with the purpose of carrying outChinese Communist's principles on education all-around, establishing correctquality conception of personnel training on higher education, exerting tocultivate the colleges students of humanism and scientific Spirit andimproving their capacities of innovation and sustainable development viareform and innovation.Quality of personnel training is the lifeline of universities, so improvingeducational quality becomes the eternal theme of higher education. It isnecessary for universities to establish a set of scientific, sound and efficientteaching quality safeguard and Monitoring system to improve the educationalquality. The author has researched on teaching quality safeguard and monitoring system for a long time based on years of practice on teachingmanagement. This paper describes the frame of this system which can bedivided into several subsystem, namely, control elements subsystem, qualityelements subsystem, information measurement Statistics subsystem,evaluation subsystem, information application subsystem, inspirit andrestriction subsystem, organization and execution subsystem. Research andillumination on the conception of teaching quality under the popularization ofnational higher education give further perspicuity about the criterion ofteaching quality under educational popularization. The author researched andpracticed this teaching quality safeguard and monitoring system in ChinaUniversity of Petroleum (East China) based on working experience. Duringpreliminary stage of assessment of teaching level assumed by ministry ofeducation in May, 2006, the author was honored to have a consultation withXu Mao-zu, a senior expert of the evaluating group, on the teaching qualitysafeguard and Monitoring system and gained enlightenment and guidancewhich played a role instructional and directional.
