China's higher vocational education started a bit late. Most vocational colleges were established in the early 1990s, which were basically upgraded from the merger of technical secondary schools and worker's universities or simply from the merger of several technical secondary schools. With the development of society and the needs of higher vocational education, the higher vocational education plays a more and more important role in national education. To cultivate high-skill talents is the ultimate goal of higher vocational education. To guide students in "self management, self service and self education" is an important link in higher vocational education of the new period. In this aspect, the construction and development of students'communities are key elements. The students' communities, which are under the leadership of the communist youth league, are based on common interests and voluntary and aimed to cultivate college students' comprehensive abilities. After years of development, the team of students' communities grew stronger and various. More and more students participating in community activities have been greatly improved in professional skills and quality. But we have to see that there appeared problems which obstructed their development and affected students'enthusiasm. This thesis, taking public welfare societies as examples, through questionnaire and interviews, researched their basic situation and found some problems in the construction and management of those communities. This thesis also presented some countermeasures in an tempt to provide effective suggestions and reference for building public welfare communities in higher vocational colleges.
