The fundamental purpose of reform is to: "improve the national quality, have more out talented person , finish putting up talented person ", this is the essential target of education function.Since we want to improve the overall quality of the Chinese nation, of course, it requires us to all the students, to improve the quality of all students, that is for all students: all for student, for student all, for all students. This all students include the underachievers who make the school, teacher and the guardian have a headache. Moreover along with society's development and curriculum reform's implementation, the type and cause formation of underachievers are also changing unceasingly along with the time.
