| As the primary industry, agriculture is the foundation of modern economic activity, government and society in China has long been focusing on it. As the national economy is based on the development of agriculture, so countryside rooted by agriculture is the focus of Chinese Communist Party and local governments. In particular, the putting forward of building a harmonious society, building a new socialist countryside concept has aroused the concern of the wider society on the living conditions of peasants and the living environment, so the issue of social security in rural areas, has become one of the hot issues talked by the experts, scholars and local government.While concerning social security in rural areas, many scholars also focused on a number of disabled persons in rural areas with the problem of social assistance. It is because as the bottom of vulnerable groups in society, proper placement of disabled persons in rural areas is very important in the whole socio-economic development and stability, we need to pour energy in exploring effective ways of assisting rural disabled persons. Currently, reality of social assistance in rural disabled persons is really disappointing, because no regulations have this special attention except "protection of the disabled" so far. This would leave me adequate space and room for reflection.Such an event has happened in Longjing City where I live: In the Laotougou Town of Jilin Province, the villager called Li Baogui (his pseudonym), privately organized disabled persons working to give food and clothing protection, and a small number of staff can get a pittance. The officer in-depth survey of the village Laotougou Town found that many disabled staff were happy to accept this "private relief". This led to a not small concern by local prosecutors and the government, and caused the author in-depth thinking. How can we guarantee the basic livelihood of rural disabled persons and basic treatment. Whether or not Li Baogui's " private relief" means, methods and the specific implementation of the program is lawful, whether or not it is of reference value on our first aid system for rural disabled persons, are worthy to our in-depth discussion.The paper, starting from this case, focuses on our existing rural disabled persons to make overall assessment of the social assistance system, and discuss how to build a new, diverse patterns of social assistance in rural disabled persons countryside under the government's supervision and the guidance of the whole society. With many years of grassroots working experience, I am concerned that social networks should give full play to the role of media and print media, full and effective use of social resources and economic aid is needed. The Government and local government should take measures for disabled persons to facilitate the introduction of various measures to encourage disabled staff caregivers to see disabled persons as part of social groups as far possible to achieve basic subsistence. We also need to build a database of rural disabled persons, and establish governmental organizations or civil society organizations government with the policy of effective supervision and support, similar to the concentration of the assistance station. And encourage private individuals, entrepreneurs and capable individuals to set up relief foundation or the establishment of rescue organizations, adoption, or accept the disabled persons in rural areas by providing basic living and medical care. Also, according to the inherent characteristics of persons with disabilities, suitable work or production skills of learning should be taught to compensate for the businesses or individuals and other non-governmental organizations in the process of rural disabled persons assistance services in the performance of public functions, to compensate for their rescue economic problems, so that rescue work placement can go onto the benign orbit, so the ultimate goal of proper arrangements for disabilities can be achieved. |
