To forge ahead with the military transformation with Chinese characteristics, to fulfill historic missions of our armed forces in the new era, to make a good preparation for military conflict, and to improve the competitive ability of military affairs, the key is to train large quantities of military persons with high qualities.Among others, the on-site training for central military officers of basic unit is the most important part. As central military officers of the basic units of the forces, their ability qualities, theories level, the morals cultivate, etc will have deep influence on the modernization level and the operational effectiveness of the forces.In order to achieve this point, the paper adopted methods like experts discussion, questionnaire, etc. Firstly, considering the characteristics and trends of current and future military conflicts and departing from the requirements for central military officers of basic unit, the paper integrated qualitative and quantitative methods together, established evaluation criteria for the on-site training project of central military officers of basic unit. Secondly, according to the principle of the evaluation of central military officers of basic unit, the paper founded a mathematical model of fuzzy synthetic evaluation. The last but not the least, using the evaluation criteria and the mathematical model, the paper implemented some case studies, and obtained valuable results that can reflect the fact. This paper can provide a theoretical base for on-site training project of central military officers of basic unit, and can also be an reference for the evaluation of other kind of military officer on-site training project.
