The party was put forward in the third Plenary Session of the 18th CPC Central Committee on the strengthening of the performance management of fiscal expenditure,improve decision-making deployment of military management system,as an important part of the military,the national fiscal expenditure in 2014,the army began to explore the establishment of a scientific and reasonable performance evaluation mechanism,and gradually open the performance evaluation,so as to further optimize the allocation of budget management,strengthen supervision,enhance military and economic benefits financial resources,promote the funds more effectively into work,ensure that the limited funds in the "cutting edge".This paper selects the expenditure in military training fees as the research point to a brigade of the first implementation of the performance management of military training fee as an example,discusses the status quo of the brigade of performance management,the main contradiction analysis of the existing problems,explore the flow pattern and the evaluation method of the military training fee to carry out performance evaluation of brigade,focusing on the formation of convenient,easy the operation of the performance management evaluation of comprehensive evaluation index system,fundamentally solve the current Army performance management status evaluation index system,and innovative first in the range to form a complete set of performance evaluation process,can be directly applied to the brigade practice,explore the way for the military expenditure performance management reform.This paper is divided into five chapters:the first chapter,the existing research literature,research background,research purpose,research status and the use of methods and routes,the innovation and shortcomings are described.The second chapter,describes the concept of military performance evaluation,through the current situation of the performance management of our army,to lay the theoretical foundation for the following analysis.The third chapter,from my army regiment troops performance management problems and the reasons,the theoretical analysis on related factors.The fourth chapter,on 2011-2015 brigade military performance evaluation and related results of empirical analysis,set up comprehensive evaluation index system through data analysis.The fifth chapter,analysis of the shortcomings of this paper,as well as the need to improve the place,to provide research reference for other scholars.
