Civil society in the past two decades has become a world-wide study. In China, since the 20th century 90's, with the socialist market economic system setting up and development, the Chinese civil society began the rise of theoretical research when the entire Chinese society has entered a period with great changes and transitions. At the same time, the civil society emerged in China and formed gradually. But on the current, whether the Chinese civil society exists or not has always been distrusted and disputed in the academic community. Through the analysis of China's political and economic actual situation, we can see that the traditional structure of government and society has been changing from undergoing integration to dual structure . The true sense of the Chinese civil society grows up accompanying the reform and opening up and the process of modernization. Chinese civil society is different from the Western civil society, because it has its many features and elements. Chinese civil society development by government-led rather than spontaneous, and it has a "large and weak" characteristics and"non-confrontational" characteristics.From the perspective of ethics to interpret the civil society, firstly, we should start with the main elements of the civil society– citizens, and "citizens" is the most important element of the civil society. Secondly, in the field of ethics, the civil society also includes a number of the civil society's basic ethical dimension, such as democracy, freedom, equality, integrity and title deeds and so on. And combining the Chinese moral education, we will find that the moral education often equates with the political education, the ideal of education and the education of collectivism in the traditional process of moral education,. While in the modern moral education, people gradually understand that the moral education can not simple equivalent to the political education, the ideal of education and the education of collectivism, but it embarks on another extreme. In order to highlight the moral education in democracy, equality, they tolerant students'immoral speech, and consider that the social life diverse increasingly and there is no uniform standard of moral education; They emphasize the personal benefits and at the same time neglect collectivism, which makes the moral education go towards an absolute utilitarian theory astray; And they just think that the teachers teach little or not is the Subjective Moral Education, but on the contrary, they also make the practice of moral education from one extreme to the other extreme, resulting in extreme egoism. It is necessary to conduct a series of institutional reforms, such as the concepts, methods, system and so on in modern transformation period., and the concept's changing is basic. We must first give up the disadvantages of traditional neglect of moral education in the main body of people, and lift the rights and obligations to achieve its unity and to cultivate the spirit of the spirit of the lease as Modern basic concept of moral education.
