The position classification is not only a scientific and effective method, an indispensible system and the foundation of modern personnel management but also the point of departure and basis of all the other work of personnel management. Whether or not a country's position classification of civil servant is scientific and reasonable indicates to some extent its level of personnel management.Since the decision on the introduction of the civil servant system in the organs of state made by the 13th National Congress of the Communist Party of China (CPC), the experimental unit, full implementation and the Promulgation of the Provisional Regulations on National Civil Servant and the Civil Servant Law of the People's Republic of China, China's system of civil servant has stepped forward to the legal and regular orbit. As the first general constitutional kind of law in our country, the Civil Servant Law of the People's Republic of China redesigns the system of position classification of our country's civil servant on the basis of assimilating the brilliant condensation of its original system and referring to the beneficial practice of foreign personnel management. Besides, it also brings about innovation in terms of the compartmentalization of position classification, the set-up of the order of duty and the corresponding relationship of positions and ranks. Admittedly, our country's personnel management of position classification of civil servant needs improving though it has experienced many years of practice and development and has evolved from classification of jurisdiction to duty classification and again to position classification. This is why the author chooses the study on the position classification of civil servant as the research subject of this thesis.After an overall explanation of the basic content of the system of position classification of the Law of the Civil Servant in the field of the compartmentalization of position classification, duty set-up and management and rank set-up and management, based upon the perspective of comparing the Provisional Regulations on National Civil Servant with those of Western pioneers and acting upon the judgment of the theoretical analysis, this paper selects the current system of position classification of China's civil servant as its subject matter and discusses the innovation and the inner defects of the position classification of the Law of the Civil Servant and aims at making the feasible proposal of improving our system of position classification of civil servant in respect of fundamental rules and concrete countermeasures so as to keep bringing it to perfection.
