Position classification is the starting point of personnel management. It is the basis to scientific and legal personnel management. It has an important place in the civil service. There is no scientific civil service management if position classification is unscientific. Civil servants classification management is to simplify the management of public affairs, to determine the civil service boundaries functions, to establish standard to different types of civil servants, and to achieve the scientific and effective management. The western developed countries are earlier to implement civil servants classification system such as the United States, Canada, Britain and Japan. Their experience shows that civil servants position classification is the foundation to perfect civil servants position classification system which is an effective personnel management if it is established in the basis of scientific management and job analysis.China's position classification started later, but is developing rapidly. The State Council promulgated State Civil Servant's Temporary Byelaw in August 1993. Government administrative departments set national official position and rank sequence according to the law. Positions are divided into leadership position and non-leadership position. There are 12 positions level and 15 grades. The State Council promulgated Law of the People's Republic of China on Public Servants in 2006. It provides that our country executes civil servants position classification system in law once again. Later, China's state bureau of civil servants had embarked on pilot areas such as Shenzhen, Chongqing, Pudong Shanghai. China's civil service position classification has developed rapidly but is still young and appears many problems. So to research position classification has the important reference value to promote the development of China's position classification.The thesis takes China's position classification as the research object. Firstly, the author focuses on research aim, meaning, contents and ways, also summarizes the domestic and foreign relevant theories and research findings, in order to provide theoretical support and reference for further study. Secondly, the author defines the related concepts of position classification, introduces the development process, current situations and defects of China's civil servants position classification. We can have a comprehensive to clear research conditions and fields. Thirdly, to Shenzhen, for example, the article introduces the position classification courses, main objectives, existing-researches, existing-defects. It is helpful to make reference to position classification from foreign countries, such as the United States and Japan. It is useful to perfect the development of China's civil servants position classification. Finally, on the basis of understanding profoundly the current situations in China and successful experience in foreign countries, the author puts forward some suggestions to improve China's civil servants position classification system.
