The"11th five–year plan"period of economic and social development compendium put forward that: Implementing the strategy of rejuvenating China through science and education and through human resource development .That means,in the process of China's economic rising ,China attach a great importance to talent which is the power to promote economic society development. Attracting,developing and retaining highly talent became the core factor which promotes enterprise organization competitive ability. As for the public sector,given the pervasive forces of globalization and the rapid expansion of our national economy,improving the quality of civil servants team is the an inevitable choice. Personnel Quality Evaluation is an effective tool for Measuring,investigating and developing human resource,which will play more important role in public human resource management.This essay based on principles and methods of Personnel Quality Evaluation and the specific characteristic of public human resource,makes further analysis for current situation of Personnel Quality Evaluation on public servant recruitment,Puts forward position classification of civil servants recruiting assessment,designs respectively different recruiting quality assessment index and evaluation methods for three position classification of the public servants, Finally realize the improvement of professional quality of civil servants and optimize the public human resources management.
