The purpose of this dissertation is to explore the competencies of nursery governess in child welfare institutions in our country. The study is both qualitative and quantitative. On the basis of literature review, this investigation results in interviews with nursery governesses. The competencies of nursery governess are composed by definition of each competency, behaviors and examples. The result of Behavioral Event Interview is credible through calculate the Category Agreement and Coefficient of Concordance. And the validity of the research is proved by questionnaires accomplished by the high-performing nursery governesses participated in this study. The research provides new theoretical implications and technical references for dividing high-performing and average nursery governesses. So, this research is helpful to nursery governess management including job rating and training, as well as to following research in competency model area.The result of this study indicated:(1) The criterion of divide nursery governesses into high-performing and average was fixed by semi-constructed interviewing with the directors of child welfare institutions and the heads of human resource department. That is, be good at discover exceptions to avoid accident; winner of operational examinations; be active to participate competitions organized by higher authority and win. This criterion can be popularized to other research on competency model.(2) Competencies of the nursery governess are constructed through Behavioral Event Interview. The competencies consist of four dimensions: technical knowledge, capability, character and motion. And trend of accomplishment, plan capability, knowledge of daily life care, knowledge of medical care, observant, communication skill, capability of crisis management, adaptive capacity, activity, reaction velocity, responsibility are included in the competencies system.(3) The validity of the competencies system is verified by questionnaire survey, which proved that the competencies obtain high-consistency in different method.
