| Morality Cultivation Curriculum replaced by Citizen Curriculum, it's an important change in National Education process around the 1922 New School System. The change reflected the efforts to create a new democratic country and democratic politics. This efforts were leaded by Liberalism Intellectuals who try to import modern democratic politics and citizen education principles from west world. In 1928, Kuomintang regime unified whole country apparently, the National education leader transferred from Liberalism Intellectuals to organized Party. Kuomintang government added Three Principles of the People Curriculum and Kuomintang Principle Curriculum on Citizen Curriculum. This change indicated government strengthened the control in education field. To summarize the develop of citizen education during this period, we'll see there is a paradox between the theory and reality. In conclusion, this paradox is a huge gap between the west world model and the reality in China.
