The targets of public finance concern also expanded from high-grade highways, roads in cities to benefiting the rural roads, and gradually increasing the public finances on rural highway construction, maintenance and safety management support.This article take the Nanhu district of Jiaxing city Zhejiang Province as an example, the analysis studies the incorporating in urban-rural road maintenance management and safety management and the present situation of its performance examination. It introduces the domestic and foreign research present situation in three aspects about the reformation practice and effect of Western governments, the important transformation about the Chinese all levels of governments external environment and innovation is the transfer of policy concept; Elaborated the elementary theory background about the achievements elementary theory, the government achievements and the government achievements management. It points out three problems in incorporating urban-rural road maintenance management about inadequate maintenance funds, the weakness of the existing management and maintenance management inexperience. It Also pointed out the existent questions in incorporating urban-rural road traffic safety management,insufficient understanding in incorporating urban - rural road traffic safety new situation;management and education model can not suit to the needs of the developing situation;the shortage of traffic police manpower. Second, we need to strengthen the human resources management in urban-rural incorporate road management by mainly pushing the service mechanism of town's traffic police management, establishing a stable rural highway maintenance team and cultivating a group of rural highway maintenance " rural expert". Third, set reasonable examination cycle for different examination index.
