| Road is the core of urban infrastructure,carrying various types of municipal public facilities to ensure the normal operation of the city.The degree of perfection of urban road network and the degree of construction has a great impact on urban traffic and citizens’ life.In recent years,the road construction management problem in Lanzhou City has aroused great attention from all walks of life and brought more negative impacts on the image of the city,leaders at all levels is also very seriously,in smooth traffic and road construction management,the city government has successively formulated issued multiple implementation plan,focus on the problem of urban road construction and traffic jams.From plan to carry out the situation and the implementation of the annual urban and rural infrastructure project construction plan,due to various factors such as the difficulty of coordination of the road construction management participants,the urban road construction has a low implementation rate and a long time limit for the previous trial.Problems such as slow construction progress,imperfect use functions,and low post-management effects have constrained the long-term development of the city and the comprehensive improvement of urban quality.In order to clarify the problem of collaborative management of participating parties in Lanzhou road construction management process,and to analyze the reasons behind these problems,this paper focuses on the urban roads in Lanzhou,through sorting out the construction process,the responsibility and authority of the participants,and coordinating the process,adopt literature research methods of questionnaire investigation and focus interview,using the management synergy theory analysis framework and the mind of government theory,road construction in the main body of Lanzhou city coordinated management problems are studied and discussed,explore and discover the road construction in the main root cause of the problem of cooperative management.On this basis,by analyzing the main modes and advantages and disadvantages of China’s current cross-sectoral collaboration,drawing on the model of foreign inter-departmental collaboration and the coordination mode of participating in road construction in other cities in China,this paper proposes countermeasures to solve the problem of collaborative management of urban road construction participants.That is to say,from the two levels of system and mechanism,the Lanzhou urban road construction participation main body collaborative management organization is constructed to solve the problem of collaborative management of road construction participation entities.At the institutional level,it mainly clarifies the coordination mode and specific responsibilities of the participating entities.The mechanism level clearly defines the work processes of the participating entities,the evaluation of work effectiveness,and incentives and rewards,etc.,effectively ensuring the effectiveness and sustainability of collaborative management of road construction participants,and giving full play to the government.Management,coordination and command capabilities,improve road construction efficiency and level,ease the current situation of road congestion,and promote economic and social development. |
