A Study On The Optimization Of Performance Management Of Rural Community Involved In Grassroots Streets-Taking Jingtai Road Street In Taizhou City As An Example

The Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China explicitly put forward the need to "coordinate urban and rural development" and put it in the first place of the five co-ordination.The 18 th National Congress of the Communist Party of China also explicitly proposed to "promote the integration of urban and rural development" and form a new type of urban-rural relationship based on the integration of urban and rural areas.The 19 th National Congress of the Communist Party of China proposed a strategy for rural rejuvenation,which required the establishment of a sound urban-rural integration development mechanism and policy system in accordance with the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance,and a wealthy life.The 2020 Central Document No.1 "Opinions on Doing a Good Job in the Fields of Agriculture,Countryside,Farmers and Agriculture" was released,emphasizing that the outstanding shortcomings in the field of "agriculture,countryside,and farmers" must be supplemented.This series of policy documents profoundly shows that the "three rural" issues occupy an important position in the work of the Party Central Committee.Although the author's Jingtai Road street,Hailing District,Taizhou,Jiangsu Province,has been fully urbanized through the "removal of villages and resettlement" in 2012,the urbanization of the population lags behind the urbanization of land,and the quality of urbanization needs to be improved.Core new urbanization is imminent.The train runs fast,thanks to the headband.As the main bearer of rural work,village cadres are responsible for carrying out and implementing the party's line,principles,and policies,forging the party and government in close contact with the people,and for leading the people to become rich and well-off.This is the key core of the party's core leadership in the countryside.With the continuous deepening of the reform of the administrative system and economic system in our country,the functions and roles of village cadres are undergoing fundamental changes.Village cadres are changing from an administrative manager to a service provider.New pressure.How to establish a scientific and effective performance management mechanism,fully mobilize the enthusiasm of the village cadres and officers to start a business,and improve the enthusiasm and creativity of the work have become important issues before the government.This article first introduces the background,research purpose and significance of the subject research.By analyzing the research status at home and abroad,it is concluded that the reality and feasibility of the current research in rural areas to implement performance management.Combined with the author's current practice of street performance management,this paper analyzes the current performance management problems such as unscientific performance management cycles,incomplete performance assessment systems,unsmooth performance communication systems,and insufficient application of performance results.Under the guidance of domestic and foreign advanced theories and regional excellent practical experience,this paper proposes optimization schemes for the current performance management mechanism from the aspects of performance management cycle,performance evaluation index system,performance communication system,and performance management results,hoping to effectively improve the problem.
